Conflict affects every life and livelihood, and its consequences extend well beyond the end of hostilities. Many survivors continue to face stigma, exclusion and economic hardship long after peace agreements are signed. While the harm caused by genocide, crimes against humanity, war crimes and the crime of aggression can never be fully undone, survivors are actively rebuilding their health, families and livelihoods, and shaping the future of their communities. The Trust Fund for Victims supports these efforts by working in partnership with survivors and local organisations, ensuring that their priorities and voices guide the work.
The TFV is a key instrument for realising victims’ right to reparations under the Rome Statute. It ensures that reparative support can reach those affected even where a convicted person lacks the means to pay, where no conviction has been secured, or where the State concerned has not provided reparations. In doing so, it offers States, institutions and individuals a concrete means of sharing in the collective responsibility for repair.
