Strategic goals

The TFV Strategic Plan 2023–2025 sets out four goals, aligned with the Court-wide ICC Strategic Plan:

  • Goal 1 – Reparations and other programmes for the benefit of victims. This is the TFV’s core mandate. Together with implementing partners, the TFV implements reparations ordered by the Court against convicted persons. It also runs other programmes for the benefit of victims in situations under the jurisdiction of the ICC, providing medical treatment, psychological rehabilitation, socio-economic support, education and peacebuilding activities.
  • Goal 2 – Visibility and financial resilience. The TFV raises awareness of its work and mobilises the resources needed to sustain its programmes. It does this by extending multiannual grants, broadening and diversifying the States Parties that contribute, deepening engagement with the European Union and developing support from private donors.
  • Goal 3 – Knowledge and experience sharing. The TFV systematises its activities, outcomes and lessons learnt. It works with partner organisations, institutions and States to build knowledge and expertise in reparations and international justice, and to catalyse national reparations efforts.
  • Goal 4 – Organisational performance. The TFV ensures good governance, accountability and transparency across its work, in close collaboration with the organs of the Court. This includes risk management, fraud prevention, safeguarding against sexual exploitation, abuse and harassment, and gender and conflict-sensitive programming.

Reparations and other programmes are funded through voluntary contributions from States Parties and private donors, and through fines and assets recovered in relation to ICC convictions. The TFV Secretariat is funded from the regular budget of the Court, constituted by the assessed contributions of States Parties to the Rome Statute.

Through this work, the TFV advocates for the Rome Statute’s harm-based, victim-centred approach to reparative justice to be recognised internationally and adopted as a best practice.
