2021 - current

Andres Parmas has graduated from the Law Faculty of the University of Tartu (mag. iur.). Currently he serves as the Prosecutor General of Estonian Republic. He also functions as a member of the board of directors of the Trust Fund for Victims at the International Criminal Court since 2021, representing the Eastern European group of states.

Previously Mr Parmas was working as judge in the Criminal Chamber at Tallinn Circuit Court from 2014-2020. Since 2003 he is a lecturer for criminal law at University of Tartu. In 2013-2014 he was working in the EULEX Kosovo as a legal officer at the Kosovo Court of Appeals. In 2017-2020 he was appointed to the roster of judges of the Kosovo Specialist Chambers in The Hague.

Mr Parmas is the leading expert on international criminal law in Estonia. He has been repeatedly tasked with assisting the Government in drafting of legislation in the sphere of criminal law and criminal procedure. He has authored numerous articles on substantive criminal law and international criminal law. In 2015-2019 he was the editor in chief of the yearbook of Estonian judiciary.

Parmas holds a military rank of second lieutenant (in reserve).

 

Andres is married and a father of three children.
