Ms Mônica Jacqueline Sifuentes is the Vice Chair of the Board of Directors of the Trust Fund for Victims at the International Criminal Court 

Ms. Sifuentes has been a Federal Judge in Brazil since 1992 and currently serves as the President of the Brazilian Federal Court of Appeals – 6th Circuit, a position she has held since 2022.

Since 1995, Judge Sifuentes has presided over multiple federal courts in Brazil, overseeing cases related to federal political crimes, financial offences, human rights violations, and crimes covered by international treaties. She has also handled cases concerning international trafficking of drugs, weapons, and persons, as well as expropriations and misconduct in public office.

In addition to her judicial career, Judge Sifuentes was appointed Liaison Judge for the Hague Convention on International Child Abduction by the Brazilian Federal Supreme Court. She also served as Brazil’s Contact Point for the Ibero-American International Legal Cooperation Network (IBERRED), working to strengthen judicial cooperation among 22 member states.

Judge Sifuentes has represented Brazil in numerous international forums, including the Hague Conference on Private International Law and has worked with the National Forum of the Judiciary for Monitoring and Implementation of Demands Related to Trafficking in Persons (FONATRAPE) under Brazil’s National Council of Justice.

Sifuentes holds a Doctorate in Constitutional Law and a Master of Laws and Economics (LL.M.) from the Federal University of Minas Gerais. She has also completed specialisation programmes from American University George Mason University, and the Centre for Judicial Studies in Lisbon.

In recognition of her contributions to women’s rights and gender equality, she was awarded the Bertha Lutz Diploma by the Brazilian Federal Senate in 2022.

Judge Sifuentes is fluent in Portuguese, Spanish, and English, with additional proficiency in French.

She lives in Brasilia, Brazil.
