
Mr Andres Parmas, Chair of the Board of Directors of the Trust Fund for Victims at the International Criminal Court. Mr Parmas has been a member of the Board of Directors of the Trust Fund for Victims at the International Criminal Court (ICC) since 2021.
In 2020-2025 he served as the Prosecutor General of the Estonian Republic. Since 1999, Mr Parmas has held various positions within the Estonian judiciary. Mr Parmas served as a judge in the Criminal Chamber of the Tallinn Circuit Court (Appellate Court) in 2014-2020 and he returned to the bench after completing his term as the Prosecutor General in 2025. Between 2013-2014, Parmas served as a legal officer at the Kosovo Court of Appeals under the EU Rule of Law Mission (EULEX Kosovo) and was later appointed to the roster of judges of the Kosovo Specialist Chambers in The Hague.
In addition, Mr Parmas has worked as a lecturer of criminal law at the University of Tartu since 2003. He has also been acting as a trainer to judges and prosecutors and participated in the examination committees for judges (2015-2020) and prosecutors (chairman of the committee, 2020-2025). Parmas has contributed extensively to the fields of European law and international criminal law in Estonia commissioned by the Estonian Ministry of Justice: drafting legislation, preparing research papers, presiding over a working party during the Estonian Presidency of the Council of the EU. He has been the editor-in-chief of the Yearbook of Estonian Judiciary and has authored numerous articles on substantive criminal law and international criminal law.
Mr Parmas holds a master’s degree in law from the University of Tartu. He is fluent in Estonian, English, German, and Russian, with basic knowledge of French. In addition to his legal career, he holds the military rank of second lieutenant (in reserve).
Mr Parmas is married and a father of three children.
