
Mr Kevin Kelly is the Ambassador of Ireland to India, Bangladesh, Nepal, Sri Lanka and the Maldives.
Ambassador Kelly serves on the Board of Directors of the TFV from 2021.
In December 2024, Ambassador Kelly was re-elected by the Assembly of States Parties to the Rome Statute to integrate the 8th Board of Directors in the seat reserved for the Western European and Other States Group.
The Board of Directors of the Trust Fund for Victims was established by the Assembly of States Parties to direct the activities and projects of the Trust Fund and the allocation of resources to programmes for the benefit of victims. Board members serve in a pro-bono and individual capacity and shall conduct their work with independence. The Board is supported by a Secretariat responsible for the programmatic delivery of the Fund.
Mr Kelly has served at the Irish Department of Foreign Affairs in numerous positions, notably from 2021 to 2023 as Head of Press and Communications, as Director for OSCE, Council of Europe, UN Coordination, and Conflict Resolution (2014–2016), as Director for Humanitarian Affairs in the Development Cooperation Division of the Department (2011–2014), and as Director for Africa in the Political Division.
Mr Kelly has also served as Ambassador of Ireland to the Netherlands and as Special Envoy of the Government of Ireland to Africa for Ireland’s campaign for election to the UN Security Council. Between 2007 and 2011, Kelly served as Ambassador to Uganda and Rwanda, based in Kampala. Before that, he worked as Director for Africa in the Political Division of the Department of Foreign Affairs, as Head of Development at the Embassy of Ireland in Ethiopia, and as Senior Governance Adviser for the World Bank in Addis Ababa.
In 2019, Mr Kelly was appointed Special Envoy of the Government of Ireland to Africa for Ireland’s campaign for election to the UN Security Council 2020. In 2021, Kelly was elected by the Assembly of States Parties to the International Criminal Court as a Member of the Board of Directors of the Trust Fund for Victims (representing the WEOG – Western Europe and Others UN constituency).
Ambassador Kelly holds two Honours Master’s Degrees, from Queen’s University Belfast and University College Dublin, and has experience working with civil society organisations in Ireland, the UK, and Botswana. He has also been responsible for the planning and implementation of non-formal human rights and global education programmes with the National Youth Council of Ireland.
